STATEMENT BY MAYOR RUDOLPH W. GIULIANI

We are glad that the City Council has ceased its efforts to push for self certification for landlords who are in violation of the law. Self certification has great merit when used properly as is currently being done in the City. It should not be used to mitigate violations.
