MAYOR GIULIANI DIRECTS NYPD AND CCRB TO ESTABLISH STANDARDS
TO SPEED THE HANDLING OF CIVILIAN COMPLAINTS
Standards Also Ensure Complainants Will Be Apprised Of Status Of Complaints
Mayor Rudolph W. Giuliani announced today that he has signed an Executive Order to ensure the timeliness and effectiveness of the Civilian Complaint Review Board's (CCRB) complaint investigation process and to keep complainants apprised of the status of complaints in a timely manner.
"The vast majority of New York City police officers do their jobs with courage and integrity. But, police misconduct involving excessive use of force, abuse of authority, discourtesy or offensive use of language is unacceptable and allegations of such conduct must be investigated promptly and effectively," Mayor Giuliani said. "It is very important to provide civilian complainants with timely notice of the status of their complaints and an expeditious investigation of their allegations. It is equally important to the men and women of the Police Department, to resolve civilian complaints expeditiously in order to discipline those who would tarnish their shield and exonerate those who have not."
The Executive Order directs the CCRB and the Police Department to establish standards providing civilian complainants with timely written notice of the status of their complaints during the investigation and/or disciplinary process within the CCRB or the Police Department. Further, the Order directs that civilian complainants must be given the name, address and phone number of a responsible individual with whom the complainant may communicate to obtain or give information.
Finally, the Mayor has asked the Police Department and the CCRB to establish standards to ensure the timely sharing of information between the agencies and the expeditious resolution of complaints.
Recently the Mayor has reviewed the operation of the Civilian Complaint Review Board with members of the Board and his Task Force on Police/Community Relations. As a result, last month, the Mayor added $1.5 million to the CCRB budget to improve its ability to investigate, manage, report, train staff and engage in community outreach.
