MAYOR GIULIANI SIGNS LEGISLATION INCREASING MEDICARE PART-B REIMBURSEMENTS

Remarks by Mayor Rudolph W. Giuliani at Public Hearing on Local Laws

The next bill before me, Introductory Number 992, sponsored by Council Members Pinkett and Harrison, amends the Administrative Code of the City of New York in relation to health insurance for City employees, City retirees and their dependents.

Specifically this bill would increase the amount paid by the City per month to City employees, retirees and their dependents for Medicare Part-B reimbursements from the present amount of $29.00 to $32.00 per individual.

Pursuant to the Federal Social Security Act, the City pays Medicare Part-B reimbursements for those City employees, retirees and their dependents who have enrolled in health insurance programs where coverage is predicated on the insured's enrollment in Medicare. Medicare Part B is a critical program for all City employees and their dependents because it provides medical insurance for services such as doctor fees, out-patient hospital care and lab services.

This legislation is of particular importance for retired workers and senior citizens. Statistically, senior citizens spend a good deal of their income on doctor fees and out-patient hospital care. This legislation will assist them in utilizing more of their income for other major necessities by reducing the amounts spent on medical bills. This bill furthers the City's commitment to its employees to provide them with the best available health insurance benefits and programs at the most affordable costs.

I will first turn to the bill's sponsors and then to any other elected official wishing to be heard.
