MAYOR GIULIANI APPOINTS IRENE HALLIGAN TO LEAD A NEW CITY COMMISSION FOR THE UNITED NATIONS

New Commission Combines United Nations & Protocol Functions

Mayor Rudolph W. Giuliani today named Irene Halligan Commissioner of the New York City Commission for the United Nations, the Consular Corps and Protocol. The new Commission combines the functions and staffs of two separate offices, the Mayor's Commission For Protocol and the New York City Commission For the United Nations, Consular Corps and International Business. Ms. Halligan is currently Commissioner of Protocol, a post she has held since March 1994.

"The combining of the functions of these two separate Commissions is consistent with our efforts to streamline government and make it more efficient," Mayor Giuliani said. "Irene Halligan is an outstanding public servant who brings both the experience and the judgment that this sensitive post requires. I am honored to name her to lead the Commission and I look forward to working closely with her. "

Under Irene Halligan's leadership, the Commission for the UN, Consular Corps and Protocol will act as the official liaison between the Mayor's Office and the United Nations, the Consular Corps and the distinguished visitors and heads of state who visit New York City.

Specifically, the Commission will promote the role of the City as both the headquarters of the United Nations and as one of the main centers of Foreign Consulates and will work with the Consular Corps and the international business community to enhance the City's role in international trade and commerce. The Commission will maintain close liaison with the UN Secretariat, individual delegates and personnel and with the Office of Special Projects and Community Events. The Commission will also represent the Mayor at designated receptions and ceremonies.

The Commission will be responsible for informing and assisting officials in the attainment of services available to them from various City agencies, including education, health, hospitals and housing. It will work with voluntary neighborhood and community organizations on matters related to the UN and the Consular Corps, participate in the planning of itineraries and programs for foreign visitors, and establish guidelines on matters of protocol.

Ms. Halligan was appointed as Commissioner of the Mayor's Commission for Protocol in March 1994. Prior to her work in the Administration, Ms. Halligan served as a creative and production associate with the National Broadcasting Company, as well as with independent television syndicates. She also served as the Director of Public Relations and Advertising for the Chelsea National Bank.

Over the years Ms. Halligan has been involved in several social service agencies and community and civic enterprises. She is a former President and current board member of the Interfaith Neighbors, a charity devoted to assisting adolescent children at risk, and a member of the Board of Creative Alternatives of New York, a program of theater workshops which provides the disabled and disadvantaged with a therapeutic experience by engaging them in a creative process.
