MAYOR GIULIANI NAMES ANTHONY P. COLES AS SENIOR ADVISOR; LAURENCE A. LEVY NAMED DEPUTY COUNSEL

Mayor Rudolph W. Giuliani today named Anthony P. Coles, currently the Mayor's Deputy Counsel, as his Senior Advisor. Mr. Coles replaces Richard J. Schwartz, who served as Senior Advisor to the Mayor for the past three years. The Mayor also announced that Laurence A. Levy, currently Special Assistant Corporation Counsel, would succeed Mr. Coles as Deputy Counsel.

"For the past three years, we have successfully reinvented and reengineered the way City government works and Tony Coles has played an important role in that process," Mayor Giuliani said. "As Senior Advisor, Tony will be able to use his skills to continue our welfare reforms and our significant privatization efforts. I can think of no candidate better suited to take on this responsibility than Tony, who has already proven his ability over three years as Deputy Counsel."

The Mayor continued, "Larry Levy has served the City with distinction for two decades, as a prosecutor, administrative judge and Corporation Counsel litigator. His efforts as Special Assistant Corporation Counsel have brought important reforms to the Fulton Fish Market -- reforms which have helped reduce the cost of doing business in the City. I congratulate both Tony and Larry and look forward to working with them both in their new positions."

As the Senior Advisor to the Mayor, Mr. Coles will be responsible for developing and implementing reform initiatives designed to consolidate and reorganize City agencies, re-engineer City processes, and establish new ways of delivering public services through managed competition, privatization, and public/private partnerships. In addition, Mr. Coles will also oversee the implementation of the City's Workfare program, and coordinate the implementation of recent federal welfare legislation. The Senior Advisor also oversees the City's capital projects program, major policy initiatives and reforms, and oversees general policy and strategic development for the Administration.

Mr. Coles began his legal career in 1980, working as a litigation associate for Schulte, Roth, & Zabel. In 1982, he joined the law firm of Slade & Pellman, where from 1988 to 1990 he served as a litigation partner specializing in commercial litigation. From 1990 through 1993, Mr. Coles was a litigation partner with the law firm of Anderson Kill Olick & Oshinsky.

As Deputy Counsel, Mr. Coles worked closely with Mayor's Counsel, Dennison Young, in advising the Mayor with regard to legal and policy issues which affect the implementation of Mayoral initiatives. He also played a major role in helping to bring about the historic merger of the Transit Police Department and Housing Authority Police Department with the New York Police Department, and the merger of the Fire Department and the City's Emergency Medical Services.

Mr. Coles graduated Summa Cum Laude from Tufts University in 1977 and in 1980, graduated from Columbia University School of Law. He is married and has three children.

Mr. Levy comes to City Hall from the City's Law Department where he has served for more than 14 years. From 1982 to 1987, he served was the Inspector General of the Law Department. From 1987 to 1995, he was a Senior Litigator supervising the Family Court Division and serving as a liaison to the law enforcement community where he was responsible for drafting and implementing a variety of City regulations and laws. Among these was the law requiring the fingerprinting of child care workers.

In 1995, Mr. Levy was named Special Assistant Corporation Counsel where he supervised the drafting and enforcement of legislation which has led to historic reforms at the Fulton Fish Market. He has successfully litigated all legal challenges to this legislation in State and Federal Court. Mr. Levy was also lead counsel in uncovering fraud against the City by lawyers, including the firm of Murray Eiser P.C., which resulted in seven Federal convictions and a multi-million dollar civil judgment for the City.

Mr. Levy began his government service as a New York City Public School teacher in 1969. He started his legal career in 1976, joining the Bronx District Attorney's Office where he investigated white collar crime, corruption, major drug offenses and crimes of violence. In 1980, he was named an Administrative Law Judge with the New York City Department of Sanitation, where he conducted disciplinary trials.

Mr. Levy earned his bachelors degree from the State University of New York at Stony Brook in 1969. He graduated from St. John's University School of Law in 1975, where he is now an adjunct professor of law. He is also an adjunct professor at Fordham Law School. Mr. Levy is married and has two sons.
