MAYOR GIULIANI SIGNS LEGISLATION EASING PLUMBING REPAIR REGULATIONS

Remarks by Mayor Rudolph W. Giuliani at Public Hearing on Local Laws

The first bill before me today, Introductory Number 745-A , was introduced at my request by Council Members Spigner and Ognibene. This bill will amend the Building Code with regard to plumbing repair applications, allowing for the filing of a plumbing alteration and repair slip -- in lieu of submitting a plan -- for the re-routing of existing or installation of new plumbing or gas piping if the work does not exceed $14,000 in any 12 month period. Current law places a $7,500 limit on such plumbing alteration and repair slips. The law would also allow for the installation or replacement of back flow devices under a plumbing repair slip.

The bill further provides for the allowance of an alteration and repair slip for the miscellaneous repair of certain fire suppression devices where the work would not exceed $10,000. This provision would not allow alteration and repair slips for work that would affect the operation of a fire sprinkler system or for the new installation of such devices.

The costs of the work covered by this bill are small and the present limits placed on plumbing and fire suppression applications are no longer viable in terms of accommodating today's cost of materials and installation. Moreover, the use of alteration and repair slips for these types of work would provide for expedient emergency repairs. These new limits in the dollar amounts will continue to prohibit major construction without the submission of plans and the obtaining of a permit.
