MAYOR GIULIANI SIGNS BILL REGARDING PLACEMENT OF COIN OPERATED RIDES ON SIDEWALKS
Remarks by Mayor Rudolph W. Giuliani at Public Hearing on Local Laws

The second bill before me, Introductory Number 858-A, was introduced by Council Members McCaffrey, Dear, Koslowitz, Ruiz, Stabile and two of their colleagues, in relation to the placement of fixed stand coin operated rides on sidewalks.

The bill would amend the Administrative Code to permit fixed stand coin operated rides, to be placed on particular streets or in particular locations where sidewalk obstructions are otherwise prohibited. The placement of coin operated rides still must comply with other requirements, such as the requirement that no more than three fixed stand coin operated rides may be placed in front of any commercial establishment, no portion of the ride can extend further than five feet from the building line and that a width of at least nine and one-half feet shall be maintained on the sidewalk in front of such ride without obstructing pedestrian movement. Such ride shall not be bolted to the sidewalk or chained to a lamppost or other street furniture. Such a ride shall be removed from its location on a sidewalk adjacent to a commercial establishment between the hours of 9:00 p.m. and 9:00 a.m. on every day of the week, including Sundays and holidays. Such a ride shall also be in compliance with any other law and with any rules promulgated by the commissioner for purposes of protecting the health, safety, convenience and welfare and to safeguard the interests of the city.
