MAYOR GIULIANI SIGNS BILL ESTABLISHING
THE LINCOLN SQUARE BUSINESS IMPROVEMENT DISTRICT

Remarks by Mayor Rudolph W. Giuliani at Public Hearing on Local Laws

The first bill before me is Introductory Number 858, introduced at my request by Council Member Berman. This legislation would establish the Lincoln Square Business Improvement District. The proposed district extends from West 58th Street on the South to West 70th Street on the North, along Broadway and including portions of Amsterdam Avenue, Columbus Avenue and Central Park West.

The district is one of the City's most important economic generators. It contains important cultural, educational, entertainment, corporate, retail and residential uses. Patrons, employees and students in Lincoln Square provide stimulus not only for the area, but the entire City. Last year, over one million spectators enjoyed performances at Lincoln Center. Services to be provided in the district include: area maintenance, security, capital improvements, administration, and other services that may be required for the promotion and enhancement of the established district. The district will be managed by the Lincoln Square District Management Association, Inc. The budget for the first year of operation is $1 million.

The Business Improvement Program is a valuable tool that strengthens and enlivens commercial and industrial areas of the City. We look forward to the success of this District which will complement other economic development efforts. This will be the City's 39th business improvement district. I would like to acknowledge the important contributions made by members of the Lincoln Square District Management Association who worked diligently toward the establishment of this business improvement district.
