MAYOR GIULIANI SIGNS BILL CORRECTING A MISTAKEN CITATION
IN THE CITY CHARTER REGARDING THE PROCUREMENT POLICY BOARD

Remarks by Mayor Rudolph W. Giuliani at Public Hearing on Local Laws

The first bill before me, Introductory 818-A, was introduced at my request by Council Members Freed and Pagan. This bill would amend Section 311 of the Charter in relation to the duty of the Procurement Policy Board (PPB) to review its rules and to correct a mistaken citation contained in that Charter provision.

Presently, Section 311 of the Charter requires the PPB to review and make necessary amendments to its rules once every three years. This requirement, however, is not in compliance with the state General Municipal Law, which requires the PPB to review its rules on an annual basis. Intro. 818-A would amend the Charter to comply with the state provision by requiring a rules review annually. The PPB will continue its present practice, however, of reviewing its rules on an ongoing basis to ensure that the city's procurement policies and rules reflect marketplace conditions and developments.

Intro. 818-A would also correct a mistaken citation in the Charter. Section 311 of the Charter currently makes reference to two divisions of the Department of Business Services by citing Sections 1305 and 1306. In actuality, these divisions are outlined in Charter Sections 1304 and 1305. This legislation will correct that error.

I will first turn to the sponsors of the bill and then to any other elected official wishing to speak. I will now turn to the general audience.
