MAYOR GIULIANI APPOINTS GORDON J. CAMPBELL AS COMMISSIONER OF HOMELESS SERVICES
Commends Commissioner Malin For "Outstanding Service"

CITY HALL - Mayor Rudolph W. Giuliani today announced the appointment of Gordon J. Campbell as Commissioner of the Department of Homeless Services (DHS). Mr. Campbell, currently Chief of Staff to First Deputy Mayor Peter Powers, will succeed Joan Malin, who is leaving the post on July 27 to take a executive position in the private sector.

"Gordon Campbell comes fully prepared to take on one of the most challenging posts in City government," Mayor Giuliani said. "As Chief of Staff to Peter Powers, he has helped to develop and implement policy on a wide variety of difficult issues. He will also draw from his experience at the City's Human Resources Administration, the Board of Education and as a member of the City's Procurement Policy Board."

"I want to thank Joan Malin for her outstanding service to the City," the Mayor said. "Although there was some doubt about the efficacy of this new agency, Joan's leadership established DHS as an effective and innovative approach to homelessness. She has done an exceptionally good job and has made a difference in a crucial area of City policy. We should not lose sight of the fact that New York City continues to provide more assistance to its most vulnerable citizens than any other city in the country."

DHS, which was established as a separate agency in 1993, provides daily shelter and other services to over 25,000 people, including families and single adults, in 149 facilities throughout the five boroughs. Its budget for FY'96 was $391 million.

As Chief of Staff to the First Deputy Mayor since 1994, Mr. Campbell has helped develop and execute Mayoral policy covering a wide range of areas including housing, human services, transportation, and criminal justice. He has also been responsible for coordinating many of the operations of City government on behalf of Mayor Giuliani and the First Deputy Mayor.

Mr. Campbell previously served as the Deputy Director of the Mayor's Office of Operations and worked at the Human Resources Administration where he headed the Medicaid Transportation Office. At HRA , he was also responsible for creating, organizing, and staffing the Division of AIDS Services. Before serving in City government, Mr. Campbell worked in the Seattle City Attorney's Office as a prosecutor, labor attorney, and Chief Administrator.

Mr. Campbell earned a Masters in Public Administration from the John F. Kennedy School of Government at Harvard University in 1985 and a law degree from the University of Washington School of Law in 1979. He graduated Magna Cum Laude from Pacific Lutheran University in 1975, earning a Bachelor of Arts in Political Science and Economics. He is currently an Adjunct Assistant Professor of Public Administration at New York University's Wagner School of Public Service.

Joan Malin, who was appointed DHS Commissioner in February 1994, will become executive director of BRC Human Services Corporation. During her tenure, DHS fully integrated outreach and drop-in centers into the City's continuum of care and developed a housing placement program for single adults which exceeded placement targets by over 19%. DHS also successfully transferred the operation of 17 shelters to non-profit providers that can deliver more comprehensive services to the homeless.
