MAYOR BLOOMBERG APPOINTS ART CHANG TO CAMPAIGN FINANCE BOARD

Mayor Michael R. Bloomberg today appointed Art Chang to the New York City Campaign Finance Board (CFB). An independent and non-partisan agency, the Campaign Finance Board monitors City candidates' campaign contributions and expenditures, enforces the City's campaign finance law, and provides public funding to candidates who choose to participate in the City's public financing system. The Board also makes public disclosure of candidates' campaign finances, publishes a non-partisan Voter Guide for each regularly scheduled City election, and administers a mandatory debate program for candidates for citywide office who seek public funding for their campaigns.

"Art Chang's political independence and entrepreneurial experience will be a real asset to the Campaign Finance Board," said Mayor Bloomberg.  "As someone who is beholden to no party or special interest, he will help the Board administer the law in a fair and nonpartisan fashion.  His diverse public and private sector experience will allow him to bring fresh eyes to the campaign finance program, and I know he will serve New Yorkers well."

Mr. Chang will serve on the Campaign Finance Board through March 31, 2012. He replaces Preeta Bansal, who left the Board earlier in the year to take a position in the Obama Administration.

Art Chang is the founder and CEO of the venture capital firm Tipping Point Partners. He started the company in 2005 to bring together experienced entrepreneurs and investors from both coasts. Prior to Tipping Point, Mr. Chang worked in investment banking and venture capital and has had numerous founding and management roles in traditional and Internet start-ups. He is the first Korean-American to serve on the Campaign Finance Board.

His civic experience includes positions at the New York City Corporation Counsel's Office and at the Empire State Development Corporation. Mr. Chang has served on the boards of Safe Horizon and the Brooklyn Public Library, and he is an advisor to the Catherine B. Reynolds Fellowship for Social Entrepreneurship at New York University. He began his career in architecture and worked for the celebrated architect I.M. Pei. He received his MBA from New York University and his BA from Yale. Mr. Chang lives in Brooklyn and has two children.
