MAYOR BLOOMBERG SIGNS LEGISLATION REQUIRING DEPARTMENT OF CITY PLANNING TO SUBMIT COMPREHENSIVE WATERFRONT PLANS IN 2010

Remarks by Mayor Bloomberg at a Public Hearing on Local Laws

"The final bill before me today is Introductory Number 809-A, sponsored by Speaker Quinn and Council Members Brewer, Comrie, Lappin, Liu, Nelson, White and Gerson.  Since the earliest days of this City, settlers have found New York's unique geographical situation, particularly the waterfront, one of its compelling allures, and it remains one of our most important competitive advantages. Through rezonings and the creation of new park land, just to name a few, this Administration has sought new ways to enhance our waterfront, and each borough's waterfront areas are attracting new residents and businesses, and providing new means of transportation and recreation.

"Introductory Number 809-A requires the Department of City Planning to submit a comprehensive waterfront plan to the Mayor, City Council, Public Advocate, the Borough Presidents, and community boards by December 31, 2010 and once every ten years thereafter. The plan, to be drafted in consultation with other regulatory agencies and stakeholders, shall examine all aspects of the City's 578-mile waterfront, including public use and access, protecting the environment and natural areas, and pursuing new development opportunities while strengthening existing businesses along the working waterfront. Additionally, it shall contain a statement of planning policy that takes into consideration the City's ten year capital strategy and other relevant planning documents and outline proposals for implementing that strategy. 

"With comprehensive planning and innovative policies, the waterfront that our City's earliest settlers found so alluring will continue to attract new generations of New Yorkers for many years to come. I would like to thank Department of City Planning Director Amanda Burden and her staff for their work on this bill. I would also like to thank the Council for approving this legislation."
