MAYOR MICHAEL R. BLOOMBERG ANNOUNCES APPOINTMENT OF CHARLYNN GOINS AS CHAIRPERSON OF THE BOARD OF DIRECTORS FOR THE NEW YORK CITY HEALTH AND HOSPITALS CORPORATION

Mayor Michael Bloomberg announced today the appointment of Charlynn Goins as Chairperson of the Board of Directors for the New York City Health and Hospitals Corporation (HHC). Ms. Goins will chair HHC's Board of Directors and will work closely with the Dr. Benjamin Chu, the President of HHC to ensure that the Corporation fulfills its mission of providing quality health care to all New Yorkers, regardless of ability to pay.

"I am pleased to announce the appointment of Charlynn Goins as Chairperson of the Board of Directors for the Health and Hospitals Corporation," said Mayor Bloomberg.  "Her background and experience in the fields of health care, business and law mean that New Yorkers can be sure that HHC hospitals will continue to be second to none for years to come.  She will work closely with Dr. Benjamin Chu, the President of HHC, to ensure that our hospitals and health care facilities provide the highest quality care to all New Yorkers, regardless of their ability to pay."

As Chairperson, Ms. Goins will work closely with HHC's Board of Directors to ensure quality of care and access and to formulate system-wide policy and strategic direction for the corporation. She will also be active in HHC's ongoing quality assurance process and in the regulatory survey process at the Corporation, reviewing the survey findings of the Joint Commission on Accreditation of Healthcare Organization (JCAHO), and ensuring that the medical staff are appropriately appointed and credentialed. Additionally, she will have a significant role in the budget and financial processes of the Corporation.

Prior to her appointment as Chairperson, Ms. Goins served as a member of the Board of Trustees of Continuum Health Partners, Inc.  During her tenure on that Board, she served on the Executive Committee as well as on committees focused on quality care, credentials, insurance and marketing.  She has served as well on the Board of Directors of FOJP Service Corporation, which provides risk and insurance management services.

Ms. Goins began her career in 1976 as a lawyer at Proskauer Rose Goetz & Mendelsohn.  In 1982 she left the practice of law to join Integrated Resources, Inc., as Assistant to the President.  She later headed up an international subsidiary to market that company's asset management and insurance products in Europe and Asia.  From 1990 through 1997, Ms. Goins was responsible for the offshore mutual funds business of Prudential Mutual Funds and Annuities, where she was Senior Vice President and Director of International Marketing. Upon her retirement from Prudential, Ms. Goins served for two and a half years as a consultant to the United States Department of Commerce's Minority Business Development Agency.

Ms. Goins is also active in other organizations.  She serves on the Distribution Committee of the New York Community Trust.  Moreover, she is a member of the Board of Trustees of the Brooklyn Museum and a member of the Council on Foreign Relations.  She serves as well on a mutual fund board and a bank board.  A native of New York City, Ms. Goins graduated from Barnard College and received her J.D. from Columbia University School of Law.   She and her husband, a physician, live in New York City.
