MAYOR MICHAEL R. BLOOMBERG SIGNS LEGISLATION REGARDING LOBBYIST REGISTRATION FEES

Remarks by Mayor Bloomberg at a Public Hearing on Local Law

“The next bill before me is Introductory Number 473, sponsored at my request by Council Members Weprin and Jennings.  This bill will increase lobbyist registration fees and certain fees imposed by the City Clerk of the City of New York.  This legislation is a necessary component of a strategy to close budget gaps in fiscal year 2004, and in subsequent fiscal years.

“The City Clerk issues, among other things, marriage licenses and certificates, as well as certifications of appointment for Commissioner of Deeds, files various papers, certifies extracts from marriage record files, certifies marriage status for applicants to be used in foreign jurisdictions, provides hand signatures, corrects marriage records, and registers persons to perform marriage ceremonies pursuant to the New York City Administrative Code.  The City Clerk also registers lobbyists.  For the most part, these fees have not been raised since 1990.   The City Clerk has re-evaluated these fees based on a current cost analysis and has determined that a fee increase is warranted.

“By increasing the fees imposed by the City Clerk’s Office, New York City will be able to recoup the costs of providing these services to the public.”
