MAYOR MICHAEL R. BLOOMBERG RELEASES FY '02 MMR

Mayor Michael R. Bloomberg today released the Fiscal Year 2002 Mayor's Management Report (MMR). The MMR, established by the City Charter in 1977, establishes performance indicators for City agencies to measure effectiveness and increase accountability. This MMR includes the City's response to the September 11th terrorist attacks on the World Trade Center. While City Government performed admirably under the worst circumstances; the attack forced agencies to temporarily suspend certain operations and service delivery. This sustained effort resulted in a deviation from normal operating practice, which is evidenced by the indicators in this Management Report.

"This report demonstrates the commitment and professionalism of our City's workforce in the face of most devastating terrorist attack in our nation's history," said Mayor Bloomberg. "All New Yorkers should be proud of Mayor Giuliani's administration and what they accomplished under the most dire and trying conditions."

At his State of the City address in January, Mayor Bloomberg outlined his intention to overhaul the MMR. The Mayor directed Deputy Mayor Marc Shaw to overhaul the report. After 25 years, the report has grown to over 1,000 pages --- three volumes --- with more than 4,000 statistical indicators. Mayor Bloomberg called for the Management Report to be easy to use and accessible electronically.

Consequently the Mayor's Office of Operations, under the direction of Susan Kupferman, is working to provide clarity and increase the ease of use for the MMR. It is working with City Agencies to develop indicators for the final Management Report in September that will reflect this Administration's policies and Agency program priorities as well as the City Budget, resulting in a more comprehensive, accessible and user-friendly Management Report.
