MAYOR MICHAEL R. BLOOMBERG AND POLICE COMMISSIONER
RAYMOND W. KELLY APPOINT STEPHEN L. HAMMERMAN AS
DEPUTY COMMISSIONER OF LEGAL MATTERS
Mayor Michael R. Bloomberg and Police Commissioner Raymond W. Kelly
today appointed Stephen L. Hammerman as Deputy Commissioner of Legal
Matters. The Deputy Commissioner of Legal Matters serves as the Police
Commissioner's General Counsel and provides legal guidance to the
NYPD and its Executive Staff in all legal matters affecting the Police
Department, including criminal and civil litigation, legislation,
and judicial developments. The Deputy Commissioner also supervises
the daily operations of his office, the Legal Bureau, License Division,
Quality Assurance Unit, and Special Litigation Support Unit of the
NYPD.
"As the City's primary law enforcement agency, the NYPD must possess an effective legal operation," Mayor Bloomberg said. "This Administration is committed to the fair and proper enforcement of the law and I am very pleased to announce that Stephen Hammerman is returning to public service as Deputy Commissioner of Legal Matters. Stephen boasts an impressive record of accomplishments in both the private financial sector and public legal realm and the Police Department stands to benefit greatly from his skills and experience."
"The person who occupies the office of Deputy Commissioner of Legal Matters holds one of the most important posts in the Police Department and in law enforcement," Commissioner Kelly said. "Stephen Hammerman brings with him a towering reputation in the financial and legal community. That is exactly the kind of powerful experience that the Police Department needs to run our Legal Department."

Hammerman, a Brooklyn native, most recently was Vice Chairman of the Board at Merrill Lynch, where he served in numerous senior positions throughout his career. Hammerman has also served as Director of the New York Stock Exchange, Chairman of the National Association of Securities Dealers, Director of the Securities Investors Protection Corporation, New York Regional Administrator for the Securities and Exchange Commission, and Assistant United States Attorney for the Southern District of New York. A member of the President's Commission on Excellence in Special Education, Hammerman is a graduate of the Wharton School at the University of Pennsylvania and the New York University School of Law.
