MAYOR GIULIANI SIGNS BILL EXTENDING DEADLINES ON LAND USE MATTERS BY GOVERNMENTAL ENTITIES, AGENCIES AND BOARDS

Remarks by Mayor Giuliani at Public Hearing on Local Laws

The first bill before me today is Introductory Number 977, sponsored at my request by Council Member Eisland and several of her colleagues. This bill will extend the deadlines for action on land use matters by Community Boards, Borough Boards, the Borough Presidents, the City Planning Commission and the City Council.

Under the City Charter, the disposition or acquisition of public land, rezoning and the siting of public facilities are subject to the approval of various boards, officials and the City Council. The Charter requires these entities to act on the land use matters within specified time periods. Because of the World Trade Center attacks, some of the entities involved in the land use process were unable to convene and act within the mandated time frames. Therefore, it is necessary to temporarily extend the deadlines for their action.

This bill will extend the timeframe for any item pending before a review body as of September 11th for either 30 or 45 days, depending on the nature of the item and on where the item lies in the approval process. The additional time will allow these entities to complete their work and for the City's legally mandated land use review process to move forward as usual.
