MAYOR GIULIANI APPOINTS RAYMOND V. CASEY AS CHAIRMAN AND EXECUTIVE DIRECTOR OF THE CITY'S TRADE WASTE COMMISSION


Mayor Rudolph W. Giuliani today announced the appointment of Raymond V. Casey as the Chairman and Executive Director of the Trade Waste Commission (TWC). Mr. Casey has served as acting Chairman of the TWC since October 5, 2000, when former Chairman Edward T. Ferguson III left for a position in the private sector.

"Ray Casey's service to the City of New York spans more than 10 years, and his previous experience with the City will be invaluable in this new position," said Mayor Giuliani. "When we first formed this Commission in 1996 many of New York City's businesses were paying up to 100 percent more in waste removal fees. After my Administration fought to remove organized crime from the waste removal industry, and lowered the maximum rate, businesses are now saving an estimated $500 million each year. Ray's in--depth knowledge of the carting industry, organized crime, and also of the Trade Waste Commission and the Department of Sanitation will ensure that the fight against corruption will remain as vigorous and effective as ever. Having already held the position of Acting Chairman of the Commission, I am pleased to appoint Ray to this position, and look forward to working with him in the future."

Mr. Casey's career with the City began in 1988 in the Queens County District Attorney's Office, where he served as an Assistant District Attorney in the Rackets and Organized Crime and the Integrity and Government Corruption Bureaus. In this position he focused on long-term corruption, organized crime and grand jury investigations. From 1994 through 1996 Mr. Casey served as Director of Investigations and deputy Inspector General in the New York City Health and Hospitals Corporation. In this capacity he was responsible for investigating internal corruption and contractor fraud. From 1996 through 1999, just prior to joining the TWC, Mr. Casey was Inspector General at the New York City Department of Investigation (DOI). While at DOI Mr. Casey was responsible for staff and contractor integrity for the Department of Sanitation.

From 1999 until October 5, 2000, Mr. Casey has served as Deputy Commissioner and General Counsel of the TWC. As Deputy Commissioner Mr. Casey supervised all audit, inspection and investigative staff, including the Organized Crime Detectives assigned to the Commission. As Acting Chairman Mr. Casey also oversaw licensing investigations and served as Executive Director of the City's Gambling Control Commission.

The TWC was established in 1996 to root out and eliminate organized crime's influence over the private carting industry. Today it remains an achievement of government's ability to free an industry of decades of such control. The Commission is also responsible for regulating the private carting industry throughout the five boroughs, and it is vested with licensing, rate-making and investigative authority.

Mr. Casey graduated from State University of New York, Stony Brook, with a Bachelor of Science Degree in Psychology in 1985 and received his Juris Doctorate Degree from St. John's University School of Law in 1988. He currently resides in New York City with his wife.
