The first bill before me today is Introductory Number 860, sponsored at my request by Council Member Berman. This legislation extends the deadlines for the submission of the preliminary management report, the preliminary budget, and other budget related documents and actions.
Under this bill, the preliminary management report will be submitted no later than February 9, 2001, and the Council will have to hold hearings on that report and submit its findings and recommendations no later than April 20, 2001. The preliminary budget will be submitted no later than January 26, 2001.
This bill provides the City with more time to review and analyze information regarding tax revenues. The City's tax forecasts are enhanced with data that become available in the middle of January. Furthermore, with the release of the State Executive budget, the extension on the release of my Administration's budget will provide the City with the additional time necessary to analyze information in the State budget that impacts local revenue and spending projections.
