MAYOR GIULIANI SIGNS BILL AMENDING ADMINISTRATIVE CODE TO
AUTHORIZE EXTERIOR USE OF PLASTIC PIPES AND FITTINGS ON BUILDING
WITHIN THE CITY FOR CERTAIN PURPOSES

Remarks by Mayor Giuliani at Public Hearing on Local Laws

The first bill before me today is Introductory Number 720-A, sponsored by Council Members Spigner and O'Donovan. This bill would amend the Administrative Code by authorizing the exterior use of plastic pipes and fittings on any building within the City for the limited purposes of underground yard drainage and storm water piping.

Presently, the Administrative Code only authorizes the use of plastic for underground yard drainage and storm water piping on residential properties that are three stories or less. Prior industry experience in other jurisdictions has demonstrated that plastic is a safe, effective and cost-saving alternative for underground yard drainage and storm water piping on buildings greater than three stories. This use of plastic piping should result in cost savings that will help to safely reduce building costs, and ultimately reduce housing costs.

For the reasons previously stated, I will now sign the bill.
