ANNOUNCE QUALITY OF LIFE INITIATIVE 2000

NYPD To Apply Compstat To Quality Of Life Issues

Mayor Rudolph W. Giuliani and Police Commissioner Bernard B. Kerik today announced the City's new enhanced initiative aimed at further improving the quality of life in New York City. The Mayor was also joined by Criminal Justice Coordinator Steven Fishner, Department of Homeless Services Commissioner Martin Oesterreich, and Mayor's Office of Community Assistance Commissioner Rosemarie O'Keefe.

"Quality of life initiatives have been a cornerstone of our successful efforts to make our City what it is today -- the safest large city in the United States," said Mayor Giuliani. "Now we are focusing our efforts to reduce crime even more in our now much safer City by using Compstat to further reduce crime and improve life in our city."

The initiative being announced today will address: prostitution; noise; panhandling; public consumption of alcohol; squeegees, and graffiti, among other quality of life violations. The initiative will also address conditions relating to homelessness.

"Quality of Life Initiative 2000 is the next step in one of the most successful public safety efforts ever undertaken," said Commissioner Kerik. "This latest initiative will enhance our ability to pinpoint and quickly respond to these issues before they can develop into lasting neighborhood conditions. The New York City of today belongs to the honest citizen, and this initiative represents the NYPD's commitment to keeping it that way."

Today's initiative for the first time applies the Compstat method of management to quality of life enforcement efforts. This will greatly enhance the City's ability to identify and target problematic areas Citywide. Compstat has been instrumental in the 57% reduction in crime over the past seven years. Compstat identifies problems, sets the standards and monitors whether conditions improve. Conditions will be monitored to identify the locations and level of quality of life violations in order to devote the necessary resources at the necessary time in the necessary places.

Borough and Precinct Commanders have canvassed their commands to determine the presence and level of the existence of quality of life violations. Precinct Commanders will ensure coordination of NYPD resources with other city agencies, such as the Mayor's Office of Community Assistance and the Department of Homeless Services, until the quality of life condition is corrected, and will also continue to monitor the affected area.

Precinct Commanders will also utilize information provided by the Mayor's Quality Of Life Hotline. The Mayor's Quality of Life Hotline, (888) 677-LIFE (5433), has been improved to help ensure immediate police response to complaints of in-progress violations. The Hotline is available for all New Yorkers to report non-emergency community conditions twenty-four hours a day, seven days a week.

Today's initiative is the latest effort of the NYPD, which has reduced crime by 57% since 1993, making New York the safest large city in America.
