MAYOR GIULIANI APPOINTS MICHAEL T. CARPINELLO
DIRECTOR OF THE MAYOR'S OFFICE OF OPERATIONS

Mayor Rudolph W. Giuliani today appointed Michael T. Carpinello as the Director of the Mayor's Office of Operations. Mr. Carpinello will leave his position as First Deputy Commissioner of the Department of Sanitation immediately
to assume his new post. He succeeds Adam Barksy, who was just appointed to Director of the Office of Management and Budget.

"Michael Carpinello has had a tremendous career serving the City of New York," Mayor Giuliani said. "As Director of the Mayor's Office of Operations, he will have the opportunity to use the vast experience and expertise he gained on his rise through the ranks at the Sanitation Department, to benefit the entire City. I would like to congratulate him and wish him luck as he begins this challenging new assignment."

As Director of the Mayor's Office of Operations, Mr. Carpinello will oversee the daily operations of City agencies. The Office provides agencies with technical assistance and consulting services, and coordinates the streamlining and restructuring of City government. It assists agencies in developing methods to enhance service quality and assures efficient agency management and accountability. The Office monitors and assesses agency performance through the Executive Management Planning and Reporting Systems, and also publishes the Mayor's Management Report twice each year per a mandate of the City Charter.

Michael Carpinello started his career in the Sanitation Department in 1963, after serving in the Army. Beginning as a Sanitation worker in Manhattan, he rose to the rank of Borough Commander. He later served in several top management positions, including Director of the Bureau of Waste Disposal and Deputy Commissioner for Financial Management and Administration. In 1994, Michael Carpinello was named First Deputy Commissioner, and he became the Acting Commissioner when John Doherty resigned in October 1998. He served in that post until Kevin Farrell's appointment in March 1999.

Michael Carpinello lives with his wife of 37 years, Joann, in Staten Island. They are the parents of two sons, Michael and Kevin, and have one granddaughter, Samantha.
