MAYOR GIULIANI SIGNS BILL THAT EXPANDS HEALTH
INSURANCE BENEFITS FOR FAMILIES OF CITY EMPLOYEES
WHO DIED IN LINE OF DUTY

-Remarks By Mayor Rudolph W. Giuliani At Public Hearing On Local Laws-

The first bill before me today is Introductory Number 728, sponsored at my request by Council Member Cruz.

This bill would amend the City's administrative code to allow the Mayor to authorize health insurance benefits for certain surviving spouses and children of uniformed sanitation and corrections employees who died in the line of duty on or after November 1, 1996 and prior to February 18, 2000.

These health benefits would be provided to a surviving spouse until he or she dies or remarries, and to the surviving children under the age of nineteen, or twenty- three if they are enrolled in a full-time accredited program of undergraduate education.

On February 15th of this year, Frank Consalvo, a nine-year veteran of the Department of Sanitation, was killed by a reckless hit-and-run driver while performing his duties.

With this bill, the City can help ease the financial burden of the Consalvo family. We also hope that this bill demonstrates the City's appreciation of Mr. Consalvo's dedicated service to the people of this City.

For the reasons previously stated, I will now sign the bill.
