The bill before me today is Introductory Number 675, which was sponsored by
Council Member Berman at my request. This legislation extends the deadlines
for submission of the preliminary management report, the preliminary budget
and other budget related documents and actions. Under this legislation, the
preliminary management report will be submitted no later than February 11, 2000
and the Council must hold hearings on that report and submit its findings and
recommendations no later than April 19, 2000. The preliminary budget will be
submitted no later than January 28, 2000.
This bill provides the City more time to review and analyze information regarding tax revenues. The tax forecasts are enhanced with data that becomes available in the middle of January. Furthermore, with the release of the State Executive budget by the end of January, this extension for the release of my Administration's budget provides the City with additional time to utilize information on anticipated budget actions that may impact local revenue and spending projections.
