OFE conducts its own research to better understand the financial needs and experiences of New Yorkers with low incomes. Through analysis of promising financial practices and strategic partnership building, OFE developed a number of programs to help New Yorkers with low incomes build their assets and grow their personal wealth.
These programs are generously supported by the *Mayor's Fund to Advance New York City, a private, not-for-profit corporation established in 1994 to develop partnerships between the City of New York and the private sector. The Mayor's Fund raises money to promote the general welfare of the City's residents and aid civic improvements. It does not fundraise on behalf of private institutions or individuals. The Fund supports the work of many City Agencies including Education, Parks, Health, and Cultural Affairs, and raises funds for many quality of life initiatives.

Mayor Bloomberg announced Opportunity NYC as the nation's first conditional cash transfer program.
