New York City Brownfield Cleanup Program

The New York City Brownfield Cleanup Program (NYC BCP) is a new program operated by the New York City Mayor’s Office of Environmental Remediation (OER) to help land owners and developers clean up contaminated property and facilitate redevelopment.  This program is part of the City’s response to the Brownfield problem outlined in PlaNYC, the city’s sustainability blueprint for the 21st century. 

The NYC BCP is now accepting applications for enrollment.  You can find the steps and requirements for participation in the NYC BCP here.  Interested parties are encouraged to contact OER for more information.   

Cleanup of Brownfields under this program provides opportunities for redevelopment and revitalization of contaminated vacant or underutilized properties across the five boroughs and will protect public health and the environment, increase job creation in affected communities, add local amenities and generate new revenue.  OER also offers a wide range of associated brownfield and community service programs including the Brownfield Incentive Grant (BIG) Program technical assistance and community education.  Properties that are remediated through the NYC BCP receive a Notice of Completion, which includes New York City liability release, a statement from New York State that the NYS Department of Environmental Conservation has no further interest and does not plan to take enforcement or require remedial action for the property under CERCLA or the Environmental Conservation Law, and issuance of NYC Green Property Certification that symbolizes the city’s confidence that the property is protective of public health and the environment.

Eligibility: What is an eligible site and who are eligible parties?

Application Process: Interested parties can begin the application process with Pre-Application Worksheet and meeting.  Formal enrollment in the NYC BCP occurs after a Remedial Investigation has been performed.

Program Process: From scoping session with OER for the Remedial Investigation, through the Application Process, Remedial Action Work Plan and Report and finally the Notice of Completion for the Site, OER will assist you in successfully navigating the NYC BCP.

NYC Green Property Certification: A NYC Green Property Certification is awarded as of right on all successfully completed NYC BCP projects to symbolize the City's confidence in the cleanup and the protective nature of the remedy.

NYC Green Team: OER's Green Team of technical project managers is available to assist program enrollees in the acquisition of permits from various City agencies.
