Enrollee Benefits under the NYC Local Brownfield Cleanup Program

Streamlined Program, Guidance, Training, and Templates
To encourage participation in the city's planned Local Brownfield Cleanup Program (LBCP), the Mayor's Office of Environmental Remediation (OER) will introduce a streamlined remedial management process that is designed to provide greater predictability for enrollees in the program. This process will include detailed guidance in the form of document templates provided at the start of the remedial program and periodic training for property owners and environmental practitioners intended to greatly improve the quality of project work plans and final reports. These templates enable streamlined progress through the LBCP, shortening the review process and speeding environmental cleanups. Modification of plans and reports will be addressed through direct communication by OER staff.

One-Stop Remediation Services
To help enrollees navigate through complex brownfield programs, OER will provide 'one-stop' assistance by working to coordinate remedial work performed by enrollees under the LBCP with other City and State agencies. A green team of city experts will be available to assist enrollees in various aspects of the remedial program.

Green Property Certification Program
OER will offer a NYC Green Property Certification for all properties that complete the LBCP, signifying that the property has been fully remediated and is protective of both public health and the environment. This Certification is a tangible symbol of the city's confidence in the cleanup. This certification can be used by property owners to market their remediated property and promote appropriate site usage.
