Community

OER makes community brownfield planning grants to community based organizations (CBO) that seek to advance the redevelopment of vacant or underutilized property in their communities.

Pre-development grants are available to community groups that identify a vacant or underutilized site and a defined area around it, which OER will recognize as a community brownfield planning area.

To qualify for the grants, community groups must meet the following criteria:

  • Identification of a geographic area with one or more vacant or underutilized sites;
  • A clear path to site control;
  • A community based organization with an established community vision and development capacity;
  • Some evidence the sites are environmentally impaired; and
  • A demonstration of community support for the future uses of the properties

There are two types of grants: a Community Technical Assistance Grant of $10,000 and a Community Brownfield Planning Grant of $25,000.

Community organizations can use the grants to produce development products for individual sites such as a concept plan, preliminary design, a market analysis, a zoning analysis, or a pro-forma financial analysis as well as producing area and property studies, including a study of existing conditions, a vacancy analysis, or a community reuse plan.

A community based organization can use the grants to procure specific services from an OER contractor or contract with its own vendor to be paid upfront or reimbursed with city funds.

With these grants, OER seeks to expand community brownfield planning into new areas of the city.
