CIMS: Core Competencies

Core competencies are an agency's areas of expertise that relate specifically to an incident. Agencies have the authority to direct operations related to their core competencies. If more than one agency is capable of performing the same operations, the agency assigned the core competency will give tactical direction to other agencies performing operations within that field.
