OEM RECOGNIZED FOR INNOVATIVE ONLINE PROGRAM

Emergency Management Online Locator System (EMOLS) Allows Residents to
Identify Hurricane Evacuation Routes, Flooding Zones, and Cooling Centers

The Office of Emergency Management (OEM) was honored at the New York Technology Forum, held at the New York Marriott Hotel in Brooklyn on October 10, for its Emergency Management Online Locator System (EMOLS).  The innovative utility is featured on OEM’s website, www.nyc.gov/oem, helping residents to identify flooding zones within the five boroughs, hurricane evacuation routes, as well as Cooling Centers. Accepting the award was Jim McConnell, Director of Geographical Information Systems at OEM.

Commissioner John T. Odermatt said, “That OEM is being recognized for a technological innovation merely reinforces our philosophy—that giving New Yorkers the best resources makes ours the most prepared City in the nation.  I congratulate Jim and the members of the GIS Division for their accomplishments.”

EMOLS was developed for use in several emergency management applications including coastal storm and summer heat emergencies.  For example, residents can type in their address and discover which hurricane evacuation zone they are located in, as well as getting information on emergency reception centers with travel directions to get there. 

During summer heat emergencies, EMOLS can help locate the nearest “cooling centers,” for residents to find refuge from the heat.   In addition, EMOLS was also successfully used after the 9/11 attacks to provide information about restricted areas for pedestrians, vehicle traffic restrictions, and utility outages affecting residences and businesses in Lower Manhattan.

The New York City Department of Information Technology and Telecommunications (DoITT) was a co-recipient of the Excellence in Technology Awards Program award.  DoITT Commissioner Gino P. Menchini made the presentation.  The event was sponsored by Government Technology magazine and the City of New York.  Dawn Roberts, a GIS Policy Analyst, accepted the award for DoITT.

The annual citywide Excellence in Technology Awards Program was established to salute the City’s information technology professionals and managers for their dedication and hard work. Agency heads throughout the City were invited to submit nominations, with a formal Nomination Committee reviewing each submission and selecting a winner in each category.
