Citizen Corps Council: Task Forces

The NYC Citizen Corps Council's preparedness activities are managed by an executive committee and four task forces, each of which focuses on a different demographic group: immigrants and individuals with limited English proficiency, people with special needs, youth, and volunteers. The task forces also engage the city in preparedness efforts through presentations, information sharing, and events.


The Immigrant and Limited English Proficiency Task Force works to ensure immigrant and limited English proficient residents are better prepared for emergencies. The task force focuses on interagency collaboration to conduct presentations, coordinate community discussions, and distribute multilingual preparedness materials in an effort to effectively engage NYC's diverse communities.


The Special Needs Task Force brings together community leaders to conduct outreach specifically for New York City's special needs communities. This task force develops new preparedness messaging to prepare special needs communities and promotes cultural understanding within the emergency management field.


The Youth Task Force educates NYC's youth about emergency preparedness and actively engages them to take leaderships role in preparing others. The task force currently offers a semester-long Youth Leadership Program, educating high school students in emergency preparedness. Through this program, the NYC Citizen Corps Council provides teens with important tools to design emergency preparedness programs for their peers.

Learn more about the Youth Leadership Program, which engages New York City teens in preparing their communities for emergencies.  On June 8, 2010, the Youth Leadership Program hosted Disaster Fest, an interactive emergency preparedness event designed by and for high school students.


The Disaster Volunteer Task Force brings together the NYC's volunteer community to create better trained and resilient disaster volunteers. The task force hosts an Annual Disaster Volunteer Conference and also sponsors the Volunteer Development Program, offering supplemental volunteer trainings and events to promote cross-agency coordination and to increase the capacity of volunteers in NYC.


Through the Executive Committee, the co-chairs of each task force set the goals and direction for the NYC Citizen Corps Council. Every year, the committee participates in the Homeland Security Grant Program (HSGP) administered by the State Office of Emergency Management (NYS OEM), which provides security funds for organizations throughout the United States.
