JOB DESCRIPTION
The Advanced Disaster Management Simulator (ADMS) & Exercise Design Tool (EDT) Project Managerwill be responsible for developing and implementing all activities related to the disaster simulator and the exercise design tool. The simulator and the EDT are two cutting edge interactive tools that were developed to allow first responders to practice applying the principles of the Citywide Incident Management System.
Specifically, the project manager will be responsible for the following:
- Conduct frequent simulations with various first responder personnel.
- Execute mini exercises using the EDT for both internal and external personnel
- Maintain the hardware and software components of the Simulator and the EDT.
- Collaborate with system vendors to troubleshoot any hardware or software issues that may arise
- Manage all logistical details to support simulations and exercises.
- Develop objectives to reinforce the fundamentals of the City Incident Management System, the Incident Command System and the National Incident Management System.
- Deliver training and presentations as needed and required.
- Assisting with Ready NY presentations to external groups.
The project manager will work as part of the Training & Exercise Unit and will be expected to support all related Unit activities. The project manager will report directly to the Director of Training. The selected candidate will be expected to work non-business hours during emergencies and will be assigned to a periodic Emergency Operations Center Team.
QUALIFICATION REQUIREMENTS
- A master’s degree from an accredited college in emergency management, social work, public administration, urban planning, or related field and one year of satisfactory full-time professional experience in one or a combination of the following: community outreach, volunteer management, emergency management, fire or police services, public safety, public health, public administration, or another specialized area to which the appointment is to be made; or
- A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in “1” above.
- NYC RESIDENCY WITHIN 90 DAYS OF HIRE. However, City employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putman, Westchester, Rockland, or Orange County.
PREFERRED SKILLS
- Excellent verbal and written communication skills; Ability to work well under pressure
- 5 years experience in Emergency Management and familiarity of New York City agencies a plus
- Knowledge of Audio-Visual and Network Systems
- Previous experience utilizing virtual reality platforms
- Experience in designing and executing exercises
- Understanding of the Incident Command System (ICS) and the National Incident Management System (NIMS)
- Excellent computer skills, including Microsoft Office preferred;
- Excellent meeting and time management skills
- Strong public speaking skills
