JOB DESCRIPTION

The Disaster Housing Manager will lead the Post-Disaster Housing Recovery Planning process for the City of New York. Reporting to the Director of Human Services, the Disaster Housing Plan Manager will provide strategy and operational protocols, coordinate temporary housing models, and lead a coalition of City, State, Federal, non profit and private agency partners for housing recovery planning.  The Housing Recovery Plan Manager will create an all-encompassing plan for long term solutions for post-disaster housing that address the needs of disaster victims while providing mitigation measures to limit housing damage from future disasters.  To accomplish this, the selected candidate will be responsible for a range of preparedness activities including, but not limited to, the following:

  • Coordinate government, non-profit, public, and private agencies writing of plan sections
  • Liaise with OEM’s Geographic Information Systems (GIS) Department to oversee the Provisional Housing Project  
  • Research and report regularly on best housing recovery practices and existing domestic housing recovery programs
  • Devise operational strategies to address plan requirements such as Congregate Shelters and Transitional Settlements 
  • Identify the necessary coordination and financial tools required to orchestrate and fund a large urban recovery operation
  • Oversee creation of materials for public dissemination regarding the plan, such as fact sheets and PowerPoint presentations
  • Coordinate with private insurance companies on all-hazards mitigation and insurance including working with State Department of Insurance, OEM’s Planning and Preparedness Division, and the Department of Buildings to ensure that affordable coverage is attainable for all New Yorkers by offering mitigation in building codes for better insurance coverage

The selected candidate will be responsible to staff the City's Emergency Operations Center (EOC) as the Human Services ESF Coordinator during emergency activations, to work at incident sites for Disaster Assistance Service Center and Family Assistance Center operations and to work during non-business hours during emergencies. The selected candidate will also participate in drills and exercises and fulfill other duties as assigned by the Deputy Commissioner for Planning and Preparedness.

QUALIFICATION REQUIREMENTS

  • A master’s degree from an accredited college in  emergency management, public administration, urban planning, engineering, economics, political science,  the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire or police services, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made or;  
  • A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas described in “1” above.
  • NYC residency within 90 days of hire.

PREFERRED SKILLS

  • Superior written and oral communications skills
  • Experience in program and plan management
  • Experience and knowledge in New York City Housing; specifically, existing housing programs, rental and mortgage assistance, and basic understanding of effects of disasters on housing stock
  • Experience managing multiple projects in a high pressure work environment
  • Experience writing detailed planning documents
  • Experience in coalition building or neighborhood organizing
  • Familiarity with human services disaster issues
