Across the nation, stakeholders are becoming more interested in sharing best practices, new perspectives, and innovations to keep their essential public services operating during and after an emergency or disruption. The New York City Continuity of Operations Planning (COOP) Conference  provided a forum for cities, states, and international organizations to exchange insights on effective continuity planning and fostered a culture of emergency preparedness.

The conference format was intended to facilitate discussion about COOP experiences. The agenda contained sessions intended to encourage participants to engage in substantive discussions, gain new knowledge and practical skills, think critically about their work and improve upon it individually and collectively.

Symposia

A number of symposia were scheduled featuring continuity experts.  The symposia topics included:

• COOP Plans in the Real World—activations during planned and non-planned events
• Best Practices in Risk Evaluation and Hazard Analysis
• Crisis Communication and Notification of Staff, Vendors, and External Organizations
• Best Practices for Training and Exercising Continuity Plans

Breakout Sessions

Breakout sessions were 60-minute presentations with a 20-minute question-and-answer period at the end of a session. These presentations highlighted best practices, shared challenges practitioners are facing and strategies used to address them, and engaged participants as consultants in devising a broader range of possible solutions.
