About OEM

Mayor Bloomberg and OEM Executive Staff cut the ribbon at OEM's headquarters
Established in 1996, the New York City Office of Emergency Management (OEM) plans and prepares for emergencies, educates the public about preparedness, coordinates emergency response and recovery, and collects and disseminates emergency information.

Continuity of Operations Planning
In his State of the City address, Mayor Bloomberg recognized OEM's Continuity of Operations (COOP) program, a plan to guarantee the City's continuity of operations during a wide-scale emergency. The initiative ensures that City agencies can provide vital services to the public during emergencies.
