The Task Force issued a January 2004 report titled “New York City Energy Policy: An Electricity Resource Roadmap,” which includes recommendations that balance the need for a secure energy future with environmentally sustainable concerns.

Peak Load Management Program - The Peak Load Management Program (PLMP) is an electrical reduction program offered by the New York Power Authority (NYPA) to their customers. NYPA contracts with qualified customers located in the City of New York seek to reduce electrical loads at NYPA’s request. On-site generation or reduction of discretionary loads can achieve electrical load reduction. Participation in the PLMP provides customers with monetary compensation, benefits in the area of contingency planning and adds value to customer operations. As an example of the program’s impact, the New York City Parks Department Five-Borough Shops (the shops) facility on Randalls Island participated in the program in the summer of 2003. At the end of the program the shops division received a reimbursement of $7,320 from the New York Power Authority.
Lighting Control and Power Reduction Device – A variable transformer has been used for over years in the Parks Department Five-Borough Repair Garage on Randalls Island. The variable transformer regulates the highs and lows to a more stable power supply. Once the power supply is stable the actual voltage level can be lowered slightly in order to save on consumption. The initial cost of the unit was $6000 and it was quickly installed in one day. The recovery cost of the unit is very sizable and the overall savings are recognized both directly and indirectly. The direct electrical savings are that the unit was paid for in two years and a $3000 savings is made each year after. Indirect savings are seen through the reduction in maintenance costs, as a reduction in the voltage, and an extended lifetime for equipment.
Energy Conservation Programs for City Agencies - The DCAS Office of Energy Conservation coordinates the ENCORE (Energy Cost Reduction) program for the City of New York, a collaboration between the City and the NYPA. Through this program, NYPA provides energy studies, turnkey implementation of energy projects, and low cost financing. ENCORE projects conserve energy, reduce energy costs, and improve the environment
