In accordance with the Uniform Rules for All City Agencies Pertaining to the Acceptance of Petitions for Rulemaking, as published in title 43, chapter 5, of the Rules of the City of New York, the following procedures shall govern the acceptance by the Office of Administrative Trials and Hearings (OATH) of submissions by the public of petitions for rulemaking under section 1043(f) of the New York City Charter.

Procedures for submitting petitions:

(a) Any person may petition OATH to consider the adoption of a rule. The petition must contain the following information:

    (i) The rule to be considered, with proposed language for adoption;
    (ii) A statement of the agency's authority to promulgate the rule and its purpose;
    (iii) Petitioner's argument (s) in support of adoption of the rule;
    (iv) The period of time the rule should be in effect;
    (v) The name, address, e-mail address, and telephone number of the petitioner or his or her authorized representative;
    (vi) The signature of petitioner or his or her representative.

(b) Any change in the information provided pursuant to section (a)(v) above must be communicated promptly in writing to OATH.
(c) All petitions should be typewritten, if possible, but handwritten petitions will be accepted, provided they are legible.
(d) The petition shall be filed in duplicate on plain white paper.
