Judge McFaul's achievements include more than 25 years’ service
as a judge at OATH, during which he established many of the procedures
and standards employed by OATH today. He pioneered the creation
of the Center for Mediation Services at OATH for the resolution
of City employee disputes; engineered improvements to OATH’s
electronic case management system; implemented a digital recording
system for OATH courtrooms; and created the ALJ Institute to improve
the City’s administrative adjudication. OATH's Chief Administrative
Law Judge, Roberto Velez, has said of Judge McFaul, “From
his vision, the Center for Mediation Services is now a reality that
offers mediation and other conflict resolution services to numerous
city agencies.”
In ceremonies, at OATH and at Cooper Union, Judge McFaul was congratulated
by Mayor Bloomberg, President of the Fund Mary McCormick, Vice President
Barbara J. Cohn, and Co-Chairs of the Selection Panel, Bishop Joseph
Sullivan and Caroline Kennedy, who presented the awards. Deputy
Mayor Carol Robles-Roman, NYPD Deputy Commissioner Neldra Zeigler,
and former OATH Chief Judge Rose Luttan Rubin praised Judge McFaul
for his excellence and commitment to public service. As a veteran
City employee, Judge McFaul has demonstrated his ability to respond
to the needs of the public, find quick resolutions to time consuming
administrative issues, and promote fair ethical standards for participants
in the legal system. Judge McFaul is an integral part of the OATH
family who continues to develop innovative ideas and work towards
the improvement of City government.
