Recent Changes at ECB:

The most recent developments at ECB described above build on changes that have been implemented over the last eighteen months including:

  • Launched website with information about ECB processes and procedures as well as information about how to respond to a notice of violation. The newly updated website includes an ECB/Buildings video described above.


  • Professionalized and standardized decisions and orders sent to parties appearing before ECB by moving from hand-written carbon copy decisions to e-decision format.


  • Implemented NYCServ, a fully electronic web-based case management system, for ECB Hearings by Mail. NYCServ is currently being used on a pilot basis for live hearings.


  • Upgraded software and equipment throughout ECB offices.


  • Coordinated resource sharing to route all calls through the City's 311 service.


  • Implemented Code of Conduct for City Administrative Law Judges and provided training on the Code to ECB Administrative Law Judges, including newly articulated obligations for handling cases with parties not professionally represented.
