About the Director

Raymond E. KramerRaymond E. Kramer received his Bachelor of Arts degree from the University of Virginia in 1975 and his Juris Doctor from Harvard Law School in 1978.  He was appointed to the position of Administrative Law Judge at OATH in 1985. Currently, Judge Kramer oversees the Administrative Judicial Institute at OATH, the mission of which is to provide ongoing educational programs, training and workshops to New York City administrative law judges.  He is also an experienced mediator and co-teaches the mediation and advanced mediation clinics at New York University Law School.

Prior to his tenure at OATH, he spent one year as a VISTA volunteer attorney with the Statewide Youth Advocacy Project in Rochester, New York, and then joined the Juvenile Rights Division of the Legal Aid Society of New York, where he worked as a trial attorney in the Bronx Family Court for four years. In 1983, he was named to the clinical faculty at New York University Law School, where he taught the Juvenile Rights Clinic for two years.  Judge Kramer is a member of the Association of the Bar of the City of New York and the National Association of Administrative Law Judiciary.
