The Executive
Development Section designs and develops the in-service training curriculum
for all NYPD executives. That executive corps – comprising 750
uniformed members (Captain through Chief) and an additional 150 civilian
managers – receives a broad spectrum of instruction in eight different training
categories. The program, modeled on a typical graduate-level curriculum,
is offered during the spring and fall semesters each calendar year. In
addition, frequent seminars, lectures, luncheon series, and other mandatory
training offerings round out the curriculum, which is mandated for all members
based on rank and seniority.
The Executive Development
Section also oversees two sub-units, the Captains Promotional Unit and
the CIMS Training Unit. These units provide specialized training to
the NYPD executive corps, as detailed below:
CAPTAINS PROMOTIONAL UNIT
The Captains Promotional
Unit (CPU) – a subordinate unit of the Police Academy’s Executive Development Section –
develops, designs, and presents the training curriculum for newly promoted
Captains. Through the use of non-platform training techniques, as well as
course content designed to reflect situational leadership examples, the
Promotional Course for Captains provides trainees with a broad base of knowledge
on a host of topical leadership issues facing today’s NYPD executive. In
particular, CPU emphasizes crime and traffic strategy preparation,
counterterrorism issues, and improved decision making techniques during the
three-week curriculum, and gives all new promotees the competence and confidence
to assume their managerial roles throughout the precincts and boroughs of
New York
City.
CIMS TRAINING UNIT
With the advent of the
Citywide Incident Management System (CIMS) protocols in 2005, the NYPD, like all
city agencies, became obligated to comply with the various Federal, State and
City mandates relative to Emergency Incident Management. The CIMS
Training Unit (CTU) ensures that Department personnel are properly
trained to manage, document, and execute these protocols at the scene of any of
the many incidents and large scale events handled by this agency. CTU,
utilizing the new protocols, develops training material and prepares NYPD
members to handle scenes at the highest levels of emergency management.
The unit also acts as a liaison between the NYPD, the Department of Homeland
Security/Federal Emergency Management Agency (DHS/FEMA), and the New York State
Emergency Management Office (NYSEMO), and is working with these stakeholders in
the creation of a new all-hazard based Incident Management Team (IMT)
program.
