As a result of a court order issued on October 15, 2004 by New York State
Supreme Court Justice Walter B. Tolub, the New York City Police Department
(NYPD) has agreed to prepare an Environmental Impact Statement (EIS) for the
security plan established following the events of September 11, 2001 in order to
protect City, State, and Federal facilities in the "civic center" portion of
lower Manhattan which were, and continue to be, considered potential targets.
These security measures included the installation of attended security
checkpoint booths, planters, bollards and hydraulic-operated delta barriers to
restrict the access of unauthorized vehicles from the roadways situated adjacent
to the civic facilities located near NYPD headquarters at One Police Plaza.
On Tuesday, May 24, 2005, the New York City Police Department (NYPD) will
hold a public forum to obtain community comment on the potential adverse impacts
of the streets closure surrounding Police Headquarters pursuant to the terms of
Local Law 24 of 2005, as well as to conduct a scoping session on the Draft Scope
of Work in preparation of a One Police Plaza Security Plan Environmental Impact
Statement (EIS).
The forum and scoping session will take place on Tuesday, May 24, 2005, from
4:00 p.m. to 8:00 p.m. in the 2nd floor auditorium at 125 Worth Street, New
York, NY. Members of the public will need photo identification to gain entrance
to the building.
Oral and written comments will be accepted at the forum and scoping session.
In addition, written comments on the Draft Scope of Work are requested and will
be received and considered by Deputy Inspector Anthony Tria, NYPD Capital

the scoping session.
