Joyce A. Stephen to be Appointed to Deputy Commissioner, Community
Affairs
To recognize the outstanding efforts of members of the New York City Police
Department, Police Commissioner Raymond W. Kelly will preside over two promotion
ceremonies of uniformed officers and civilians tomorrow, in the first-floor
auditorium of One Police Plaza. The ceremonies will take place at 11 a.m. and 2
p.m.
The 11 a.m. ceremony will recognize the appointment of Joyce A. Stephen to
Deputy Commissioner, Administration. Deputy Commissioner Stephen served as
Commanding Officer of Community Affairs as a uniformed member of the Department.
The ceremony will also observe the promotion of Lawrence H. Sanchez to
Assistant Commissioner of Intelligence as well as Edward T. Cannon to Assistant
Chief and Rudolph Landin to Deputy Chief. Other discretionary promotions include
four to Inspector and five to Deputy Inspector. Additionally, three uniformed
members of service will be promoted to Lieutenant Commander Detective Squad and
five to Lieutenant Special Assignment. More than 30 Sergeants will be promoted
to Lieutenant.
The morning ceremony will also recognize the promotion of several civilian
members of the Department to various positions.
During the 2 p.m. ceremony, three uniformed members of service will be
promoted to Sergeant Supervisor Detective Squad and three to Sergeant Special
Assignment. In addition, more the 90 officers will be promoted to Sergeant. More
than ten officers will be promoted to Detective Investigator. Several detectives
will be promoted to Detective 1st Grade and Detective 2nd Grade
