New York City Police Commissioner Raymond W. Kelly will travel to Washington, D.C. today to attend President George W. Bush's signing of the Homeland Security Act. The measure will create the Department of Homeland Security as part of the largest reorganization of government in more than 50 years. President Bush is scheduled to sign the bill at 1:20 p.m. in the East Room of the White House.
