The Department of Sanitation (DSNY)  provides recycling and refuse collection services to:

• residents
• city-owned buildings
• public schools 
• public colleges and universities
• many nonprofit institutions housed in their own facilities
• professional establishments (lawyers, chiropractors, physicians, or dentists) doing business in residential buildings through the professional fee program 

If you are eligible but don't receive DSNY collection, you can request collection services . 

The following entities use private carters and should follow commercial disposal guidelines:

• hospitals
• NYC agencies located in leased commercial spaces
• commercial businesses
• residential buildings under development that haven't received their certificate of occupancy
• residential buildings located in areas undergoing zoning changes that have not been finalized
• any residential building or public building that declines DSNY service
• any nonprofit that does not request DSNY service
