Most vehicle license plates must be surrendered to the Department of Motor Vehicles (DMV) .

Plates that are replaced by custom plates, personalized plates, or new Empire Gold plates may be recycled with other metal, glass, plastics & cartons collected by Sanitation. To protect against fraud, the DMV  instructs the public to deface plates with a permanent marker and recycle them on different recycling collection days.
