Summary: The "Standards for Universal Waste" provide an alternate set of management standards for the handling of certain commonly-generated ("universal") hazardous wastes, which otherwise would be subject to full hazardous waste regulation requirements under state hazardous waste regulations. NY State has adopted the Federal Universal Waste Rule for certain hazardous batteries, pesticides, lamps leaving NYCWasteLess and mercury-containing equipment leaving NYCWasteLess that are not covered by other regulations.

Universal waste standards serve to reduce the regulatory burden for these wastes, but still require compliance with hazardous waste transport and disposal regulations. There are specified exemptions to the full hazardous waste regulations for the transporting of small quantities of universal waste.
