Summary: NY State Solid Waste Management Policy was established by the NY State Solid Waste Management Act of 1988 (Chapter 70 of the Laws of 1988
) to govern collection, treatment and management of solid and hazardous waste. The NY State Dept of Environmental Conservation is given the authority to administer and enforce regulations on in-state solid waste facilities, recycling, take-back, composting, and waste reduction programs and policies, to develop the state's solid waste management plan, which is required to be updated biennially, and to support municipal solid waste management policies and programs.
