Summary: The NY State Environmental Conservation Law governs the siting and operation of solid waste management and resource recovery facilities in the state including landfills, transfer stations and processing facilities. Material types covered by these regulations include municipal solid waste, construction and demolition waste, recovered resources, and other waste streams whose facilities are not otherwise regulated by the NYS Dept of Environmental Conservation. Each type of facility has specific requirements for construction, operation, recordkeeping and reporting activities. All facilities are subject to permitting, inspection, and enforcement.
