Summary: The NY State Dry Cleaner Rule is an air pollution control regulation applicable dry cleaning facilities that use Perc chemicals (perchloroethylene, tetrachloroethylene, tetrachloroethene, and PCE) to reduce exposure and contain releases of these substances. The regulations detail the proper design of Perc dry cleaner facilities and equipment, and describe required performance standards, record keeping and reporting requirements, certification and training, and phased replacement of older technologies.
